Fatal Crash In East Manchester Township Kills a York Man

Northeastern Regional Police are investigating a fatal one vehicle crash that happened in the 5200 block of North George St. Extended in East Manchester Township. Thursday April 12, 2012 at approximately 10:55 PM a Ford Ranger pick-up left the roadway striking a guardrail and telephone pole. The vehicle went down an embankment and then struck a boat on a trailer and full sized pick-up truck parked in a driveway. The Ranger also struck a house before coming to rest on its roof in a driveway. No one in the house was injured but the 25-year-old male driver of the vehicle was deceased at the scene. The 21-year-old female passenger was flown to York hospital with a head injury. 

Any witnesses to this crash are asked to contact the Northeastern Regional Police.
Burglary In Manchester Borough

On April 15, 2012 at approximately 10:30 A.M. Officers were dispatched to the 100 Block of East Parkview Rd for a Burglary report.  Actors entered the home and stole several items from the residence including cash, collectible coins and guitars.  If anyone has any information you are asked to call the Northeastern Regional Police.
Burglary In East Manchester Township

On April 16, 2012 at approximately 9:20 P.M. Officers were dispatched to the 3500 Block of N. Sherman Street for a Burglary Report.  Actors entered the garage and removed several items.  If anyone has any information regarding the burglary please call the Northeastern Regional Police.
Manchester Man Arrested For Assault In Manchester Borough 

On April 16, 2012 at just before midnight officers were dispatched to the 100 Block of Cold Springs Circle in Manchester Borough for a domestic.  Alex Scott of Manchester is being arrested for Assault and charges are pending.
DUI Arrest In Manchester Borough Following A Domestic Dispute

On April 17, 2012 shortly before midnight officers were dispatched to Cold Springs Circle in Manchester Borough for a domestic.  Subsequently a Manchester woman was arrested for DUI as she was attempting to leave the domestic as officers arrived.  Charges pending.
York Man Arrested For Retail Theft

On April 18, 2012 at shortly before 1 P.M. Allexander Kassebaum was arrested at the Giant Foods in East Manchester Township for Retail Theft.  Kassebaum was released to York County Central Booking for processing.
Crash In East Manchester Township

On April 18, 2012 around 8:30 P.M. officers were dispatched to the intersection of Willow Springs Ln and Canal Rd for a two vehicle crash.  No injuries were reported but one motorist was cited for traffic violation.
DUI Crash In East Manchester Township

On April 20, 2012 around 10:30 P.M. officers were dispatched to Starview Road just West of Dellinger Rd for a rollover accident involving one vehicle.  The operator is under investigation for DUI and weapons charges.  If anyone has any information you are asked to call Northeastern Regional Police.
Two Juveniles Under Investigation For Fighting At the Northeastern High School

On April 20, 2012 at shortly before 9 A.M. officers were dispatched to the Northeastern High School for a reported fight between two juveniles.  The fight is under investigation at this time.
Cow Shot And Killed With Bow And Arrow In East Manchester

Sometime between April 21 at 6 P.M. and 9 A.M.  on April 22 someone shot and killed a cow in the 200 Block of Gravel Hill Rd in East Manchester Township.  The cow recently gave birth to a calf and the owners are trying to hand feed the calf in a hopes it will survive without its mother's milk.

K-9 Sniff At Northeastern High And Middle School conducted on 4-20-12

On April 20, 2012 with a combined effort from the Northeastern Regional Police, Newberry Township Police, York Area Regional Police and the Springettsbury Township Police a K-9 search of the schools were conducted.  Several "hits" were indicated by the K-9's and investigated.  

At this time one juvenile is under investigation for possession of a controlled substance.
Arrest Made:  Cole Allen Davis Of York Haven Arrested For Cow Slaying.

Northeastern Regional Police have made an arrest after developing leads which led investigators to the actor.  Cole Allen Davis has been charges with Kiling a Domestic Animal and Agricultural Vandalism after he admitted to shooting a cow with a bow and arrow.  There was no immediate reason as to why Davis shot the cow.  It seems to have been a random act of violence.  Thank you to all the people who came forward and helped our department solve this case!
Crash In East Manchester Township

On April 22, 2012 at approximately 11:52 A.M. Officers were dispatched to the 4100 Block of North Sherman Street for a single vehicle accident.  It was reported that the Mercury Sable failed to negotiate a curve and crashed over an embankment.

No injuries were reported.  The crash is still under investigation.  If anyone witnessed the crash you are asked to contact the Northeastern Regional Police.
Juvenile Cited For Lighting Paper On Fire In School.

Police were dispatched to the Northeastern High School on April 23, 2012 for a report from school officials stating that a juvenile had lit a paper on fire.

The juvenile will be cited for the violation.
Mount Wolf Woman Arrested For Drug Possession and Warrants In Manchester Boro

On April 24, 2012 Tabitha J. Slick was arrested for Officers on Warrants and possessing drug paraphernalia in the 100 Block of High Street.

Slick was taken into custody and released to Central Booking for processing.

York Woman Arrested For DUI In Manchester Borough

On April 24, 2012 around 1:30 A.M. Tracey Lee Emig was arrested for DUI near the 100 Block of South Main Street in Manchester Borough.

Emig was released to Central Booking for processing.
Burglary In Manchester Borough

On April 25, 2012 Officers were dispatched to the Verizon sub-station in the 100 Block of Cooper Street for a reported Burglary.  Unknown actor(s) illegally removed spools of verizon wire sometime overnight.

Wellsville Man Arrested For DUI In East Manchester Township

On April 26, 2012 around 2 A.M. Jesse D. Henry was arrested for DUI on Zions View Rd in East Manchester Township.

Henry was released to Central Booking for processing and arraignment.
York Haven Man Arrested For DUI

On April 26, 2012 around 1 P.M. David M. League was arrested for DUI in the first block of South Main Street in Manchester Borough.

League was released to Central Booking for processing.
Two Juveniles Arrested For Fighting At Northeastern Middle School

On April 27, 2012 Officers were dispatched to the Northeastern Middle School for a report of a fight between two students.

Both students are being cited for Harassment and were released to their parents.

Mount Wolf Man Arrested For Public Drunkeness

On April 28, 2012 around 3:30 A.M. Officers were dispatched to Tiger Alley and Walnut Street for a man lying unconscious on the sidewalk.   Zachary T. Roberts was arrested for Public Drunkeness and released to his father and medical personell. 
Four Vehicle Crash In East Manchester Township

On April 28, 2012 around 10:30 A.M. Officers were dispatched to Beshore and Koller Ford for a four vehicle crash.  Two vehicles almost collided on North George Street and then one vehicle veered into the parking lot at Beshore and Koller Ford damaging three vehicle.  No injuries were reported.

On April 29, 2012 around 1:30 A.M. Rocky A. Wolf of Manchester was arrested for DUI in the 200 Block of North Main Street.

Wolf was released to Central Booking for Processing.
Two Vehicle Crash In East Manchester Township

On April 30, 2012 around 11:30 A.M. Officers were dispatched to the 5000 Block of North Sherman Street for a two vehicle accident.

One man was cited for following too closely to another vehicle.  No injuries were reported.

On May 1, 2012 around 9:10 P.M. Leonard M. Wells of Manchester was arrested for drug possession and warrants at the Sheetz in the 4300 Block of N. George Street.

On May 2, 2012 around 10:15 A.M. Officers were dispatched to the 4300 Block of Board Road for a Hit and Run accident.  Unknown motorist(s) struck a farm sign and left without giving information.

On May 5, 2012 around approximately 1 AM Richard C. Abel III of Dover was arrested for DUI in the 1300 Block of Canal Road in East Manchester Township.

On May 6, 2012 Officers were dispatched to the 200 Block of Cloverlane Drive in Manchester Borough for a Burglary report.  Unknown actor(s) entered into a gargage and removed a mountain bike.  The bicycle was recovered a few houses down at the scene of another burglary.

Two Men Arrested For Drugs In East Manchester Township

On May 6, 2012 shortly before midnight Justin Salter and Henry Schmincke of York were arrested on charges of drug possession and possession of drug paraphernalia.

Both men were released to Central Booking for processing.

On May 7, 2012 Officers were dispatched to the 600 Block of Park Street in East Manchester Township for a Burglary report.  Unknown actor(s) entered the back door and stole several guns and an undisclosed amount of cash.

On May 8, 2012 around 2:30 P.M. Officers were dispatched to the 100 Block of South Main Street in Manchester Borough for a two vehicle accident.

The accident involves a tractor and trailer and a motor vehicle.  The accident is under investigation and if anyone has any information regarding the accident you are asked to call police.
Man Crashes Truck Into Business

On May 9, 2012 at approximately 5 AM Caleb Groff crashed his vehicle into the Dr. Stephen S. Grim Chiropractic Health Center in Manchester Borough.  No injuries were reported and the accident remains under investigation.  If anyone has any information regarding the crash you are asked to call the Northestern Regional Police.
Attempted Stabbing At McDonalds

On May 10, 2012 at approximately 10 PM Officers were dispatched to McDonalds at 4245 N. George Street In East Manchester Township for an attempted stabbing.  According to reports, an individual reached through the drive through window and attempted to stab the clerk.

Vehicle Crash In Manchester Borough

On May 11, 2012 at approximately 6:30 PM Officers were dispatched to the 400 Block of North Main Street in Manchester Borough for a single vehicle accident.

The accident occurred when the operator had a medical issue and lost control of the vehicle careening into a telephone pole.  The operator sustained minor injuries.  The accident is under investigation.

On May 12, 2012 at approximately 7:15 PM Officers were dispatched to the intersection of Park Street and Cold Springs Drive for a single vehicle accident involving a motorcycle.

The accident occurred when the operator slipped the clutch on the motorcycle causing the operator to lose control and crash into the adjacent curb.  Minor injuries were reported.
Manchester Man Arrested For Drugs

On May 13, 2012 at approximately 3 AM Officers arrested a 25 Year Old Manchester Man for drug possession.

The man was stopped in the 4200 Block of North George Street for staggering while walking and subsequently found to be in possession of drugs.  
Criminal Mischief In East Manchester Twp

On May 12, 2012  Officers were called to the 800 Block of Market Street in East Manchester Township for a Criminal Mischief report.

Unknown actor(s) threw a rock through the window of a residence.  Anyone having any information regarding the incident is asked to call the Northeastern Regional Police.
Underage Drinking Arrest

On May 18, 2012 at approximately 9:30 PM Officers arrested several persons in the 200 Block of Gut Road in East Manchester Township for underage drinking.  Police Officers came upon an individual hanging out of the window of a parked  car and after questioning an underage drinking party was discovered.  

Two of them were underage and an adult was furnishing.
Underage Drinking Arrest

On early Saturday morning at approximately 0030 an Officer on Patrol on Fenwick DR in Manchester Borough saw and individual entering the passenger side of a parked truck. The Officer stopped to question if this person was the owner and the Gentleman said no and took off running into a nearby home. Upon the arrival of other Officer's it was determined that a suspected underage drinking party was taking place when an Officer looked through a garage door window to see a table set up with alocoholic beverages and people could be heard scurrying around inside the house.  

Once entry was gained there were 13 individuals all under 21 years old most of whom were hiding in a closet or behind furniture .
  

The home owner had gone away for the weekend and the person who was to be watching the home decided to throw a party. One individual was so intoxicated he was unresponsive and had to be taken to the hospital for treatment. The remaining individuals were all cited for underage drinking and released to parents or guardians.

York Man Arrested For DUI

On May 20, 2012 at approximately 1 AM Officers arrested Brad Muller of York for DUI in the 3700 Block of N. George Street.

Muller was released to the Central Booking for processing and was released afterwards.

We Need Your Help Identifying This Armed Robbery Suspect

***Previously Reported*** On January 6, 2012 the Shell Service Station located in the 4300 Block of North George St was robbed at gunpoint.

York Haven Woman Arrested For DUI

On June 17, 2012 Crystal Lee Beck of York Haven was arrested for DUI after crashing her vehicle in the 1700 Block of Conewago Creek Road.  

Beck was released to the Central Booking for processing and arraignment.  Charges include DUI and endangering the welfare of a child.
Manchester Man Arrested On Warrants

On June 16, 2012 Jeffrey Walmer was arrested for criminal bench warrants following a traffic stop in East Manchester Township.

Walmer was taken into custody and released to a constable on scene.
Theft In Manchester Borough

On June 16, 2012 police were notified of a theft that occurred in the first block of North Main Street.  According to reports, an elderly female placed her wallet on the bumper of her car and was retrieving something from her trunk when a teen age male ran up to the vehicle and stole the wallet and fled on foot.  Police are investigating.

On June 15, 2012 Shawn Flinchbaugh of Manchester was arrested for public drunkeness on Gut Rd in East Manchester Township.

Flinchbaugh was cited and released to a responsible party.
Underage Drinking Party In Manchester Boro

On June 10, 2012 police were called to the first block of York Street in Manchester Borough for an underage drinking party.  Approximately twenty people engaged in underage drinking.  

Parents were called to the scene to retrieve their children.  Charges will be filed.
York Haven Woman Arrested For DUI

On June 10, 2012 Christing R. Loughran was arrested for DUI on N. George Street near Steamboat Blvd.

Loughran was released to Central Booking for processing.
YORK COUNTY DUI "TARGET 25"

If you've been arrested with any second DUI offense within the last 10 years
 in York County, PA you will be subjected to Target 25. Target 25 is a York
 County court mandated policy which allows for supervised bail and a 
SCRAM bracelet as a condition of your York County bail. SCRAM is a 
monitor which detects alcohol and it must be worn at all times as a 
condition of your York County PA supervised bail and you pay the 
monitoring costs. Additionally, supervised bail by York County will consist 
of a curfew that will be imposed from 10pm until 6am. 

Also, if you have a prior offiense for DUI you will be arraigned and charged accordingly.  Previously, you would be released after being fingerprinted and processed but the new TARGET 25 policy in York mandates that
                                                         you be taken forthwith to a judge and arraigned on new charges of 
                                                         DUI.York County currently does arraignments at 8 P.M and 8 A.M. so 
                                                         if you are arrested at 10  P.M. you will sit in jail overnight  until arraignments 
                                                         begin at 8 A.M. the next morning.

                                                              Get a designated driver!

The vehicle has been identified and the puppy has been returned to the owner.  

Detectives are still investigating the case but have developed a suspect and are currently interviewing all parties involved.

***CARJACKING IN EAST MANCHESTER TOWNSHIP***

On July 20, 2012 at around 
7:39 A.M.  Officers took a report
of a carjacking in East Manchester 
Township.  According to reports
a man had just recently left the 
Wago Club on Wago Road in East
Manchester Township and picked 
up a hitch-hiker.  Shortly after 
picking up the hitch-hiker the man
presented a firearm and and ordered
the victim out of the car.  At this point the man ran into the woods and hid for approximately two hours.  The mans vehicle was later found in Conewago Township in the 200 Block of Buck Road.

The mans vehicle was found to be crashed into a tree on Buck Road an drugs were reportedly found in the vehicle as well.  Police are investigating the incident.  If anyone has any information regarding this incident you are asked to call 911 immediately.

***ATV THIEVES CAUGHT IN THE ACT***

On July 29, 2012 at around 
1:30 A.M.  Officers were flagged 
down and advised of a suspicous
group of young juveniles pushing
and riding ATV's near the Rutters 
in East Manchester Township.  
Officers found the three juveniles
near the Manchester Park and 
upon seeing the Police the juveniles
dropped the ATV's and began to 
run.  One of the juveniles was caught after a foot pursuit that lasted for approximately five minutes.  The footprints of the other actors were traced into a nearby cornfield and subsequently lost.

It was learned that the juveniles got a ride from a friend into the area where they forced entry into a detached garage.  They removed the two ATV's and rode them for a short distance until one of the ATV's had a mechanical failure.  They decided to walk the ATV's the rest of the way but were confronted by Police before long.


The juveniles forced their way in the detached garage which was locked.  

Always lock your doors and windows and call Police if you see anyone suspicious in your area. 














Two motorcycles were stolen in Mount Wolf Borough on August 15, 2012 from the first block of South Third Street.  There were no keys in either of the motorcycles so in order for them to be started either a duplicate set of keys would need to be obtained or the vehicles were hot wired. Both of these motorcycles are "Dual Sport" bikes.

The Motorcycles were registered and are described as follows:

1987 Honda 250 R white with a red engine PA Registration 4485F VIN: JH2MD1100HK301983

1999 Suzuki DR 350 White trimmed in Yellow and Black PA Registration 7471E VIN: JS1SK42A6X2101598

Train Accident In Mount Wolf Borough

Tractor Trailer driver heading into Mount Wolf Borough on Walnut St. said he stopped at the stop sign before crossing the railroad tracks. Driver advised he looked both ways but did not see the train. As the tractor trailer crossed the tracks the driver said he heard the train horn and then felt the impact. The driver and train crew were not injured.

Manchester Cafe' Burglary, Robbery & Kidnapping

At 7:08 PM on Wednesday October 17, 2012 The defendant, Denson Negron Acosta entered through the rear door of the Manchester Café 4302 N. George St. in East Manchester Township. Negro Acosta hid in a storage room for three and a half hours before grabbing the victim, Panagiotis Papadiamantis, who was closing the restaurant, and put a knife to the victim’s throat. 

The defendant had a ski mask and gloves on after leaving the storage room. The defendant forced the victim into an office area to obtain an undisclosed amount of cash from a drawer. The defendant tried to get the victim to open a safe but he did not know the combination. The defendant then forced the victim at knife point to drive him in the victim’s car to the area of Newberry St. in York city that was near his apartment. The victim returned to the restaurant and family members called 911. 

Responding Northeastern Regional Police officers reviewed security camera footage with the owners of the restaurant and video shows the defendant in the storage room without his ski mask on. The restaurant owners were able to positively identify the defendant as a former employee. After consulting the York County District Attorney’s office, 

Officer Bumsted of the Northeastern Regional Police Department immediately typed up a criminal complaint charging Denson Negron Acosta with Burglary, Robbery & Kidnapping. With the help of Officer Sheaffer of the Northeastern regional Police and York City Police, Officer Bumsted took the defendant into custody at his apartment at 413 Juniper St. A search warrant was then served on the apartment where clothing matching what the defendant was wearing in the video was recovered along with cash and a knife. 

The defendant was arraigned in front of Judge Eshbach and was given $100,000 bail before being transported to York County prison. The victim was treated at York Hospital for a puncture wound to the neck.

Robbery At Rutters In Manchester Borough 













On Friday November 23, 2012 at approximately 0032 Hrs a man entered the Rutter's Store at 5 South Main Street in Manchester Borough and demanded money from the register. The man was wearing a black ski mask, grey hooded sweatshirt, blue jeans and gloves. in 

The man was last seen heading East through the graveyard behind the Rutter's.

Anyone having any information is asked to call 911.
The Northeastern Regional Police Department arrested Chad David Ryan, who was charged with
 Robbery and related offenses in regards to the armed robbery that occured at the Sovereign
Bank located at 4157 N. George Street in East Manchester Township on September 6, 2011.  On
that day  a white mail wearing a black ski mask and brandishing a semi automatic handgun,
entered the bank and jumped over the teller counter and demanded cash.  The tellers pointed to
 the drawer and the suspect took cash from the unlocked drawers and fled on foot.  The suspect
 had taken a dye pack which exploded upon him leaving the bank, however, the money had been 
placed in a bag by the suspect prior to him leaving the bank.  The suspect disappeared into the 
wooded are east of the bank.

On Thursday, January 24, 2013, Ryan was arrested after he pulled a gun on a loss prevention officer who was confronting Ryan about a retail theft that had just occured at the Giant at 205 Glen Drive in East Manchester Township.  Ryan fled but a witness obtained the license plate of the vehicle he was utilizing to facilitate his escape.  It was learned the vehicle was registered to Ryan at the Creek Road address in Newberry Township.  Newberrry Township Police Department, responded to the addresss and found Ryan standing next to his GMC truck unloading the groceries that he just stolen.  Ryan was placed under arrest.  A search subsequent to his arrest yielded the Sig Sauer 45 semi automatic handgun which was loaded and had a round chambered.  A spare magazine, which was fully loaded, was also recovered from Ryan's pants pocket.  Ryan asked if the FBI were coming and when asked why the FBI would be involved he stated "becaused I robbed the Sovereign Bank."  He then showed police the location of the ski mask that he used during the bank robbery.  Later, during the inteview process, Ryan also admitted that he robbed the Sheetz in Manchester, using the same gun and ski mask.  The facts provided by Ryan were consistant with an armed robbery that was reported by Sheetz personnel on June 17, 2011.  Ryan stated he had not worked since 2009 and resorted to committing armed robberies as as way to support himself.  He was arraigned on three separate counts of robbery and bail was sest at $50,000 on each charge.  He is currently incarcerated at the York County Prison.
On February 16, 2013, the Northeastern Regional Police Department was dispatched to Gut Road to assist a PA Game Commission Officer, who had three suspects in a vehicle that had been firing a hand gun in the area.  The officers seized the guns and vechicle along with a small amount of cocaine and marijuana.  Two of the suspects (Devell Dickson and Michael Gibson) were charged with carrying a firearm without a license.  Dickson was also charged with possession of cocaine and marijuana.
